Our normal approach to a programming project is to develop a Design Specification. This can be done either by the Client theirself or with ourselves. The cost for this initial Design Spec is typically about twenty percent of the total project.
This Design Specification can then put out for bid, or just quoted by MicroMetric, Inc. If the Client, after seeing the estimated total cost decides not to proceed, the spec can be used at later time
